In March 2006, 17,000 members of the Korean Railway Workers’ Union (KRWU) went on strike. In four days, the government issued arrest warrants and used forced arrests, suspension and disciplinary action, raiding of union offices, forced dispersion of members during mass assemblies and actions, compulsory arbitration, and prosecution of union members on criminal charges of obstruction of business. Nearly 3,000 striking workers were suspended and 200 have been charged with obstruction of justice.
There is also repression against KTX Crew Branch Union, an affiliate of KRWU. One of the union's demands was to stop outsourcing and to ensure the regularization (permanent workers) of the KTX Crew Branch Union workers. Despite the forced end to the strike conducted by the KRWU one of its affiliates, the KTX Crew Branch Union chose to continue the strike. On May 19, after being on strike for more than 80 days, the Korea Railroad Corporation management terminated the contracts of the remaining 280 workers. The management refused to negotiate or even recognize the union. Instead, the management called the riot police to forcibly remove and arrest the workers from where they were conducting a sit-down strike.
The Government recently found three union officials of the Kyongido Subu local---Kim Ho Joong, Choi Young Chul, and Lee Young Chul---guilty and have initially sentenced them to imprisonment of one year and eight months consecutively on the first phase of sentencing on December 2005. In addition, in the two occasions in which the union representatives met with the Ministry of Labour, the government has steadfastly refused to recognize the recommendations and has stated that will submit further information to the ILO to amend the recommendations.
